What to do if a neighbor spy?

What do you do with a neighbor who likes to spy on there neighbors? This person has cameras, microphones, spotlights, plays with there car alarm (chirps it) anytime someone walks by there vehicle. And plays with there car alarm (chirps) everytime I am out in my yard talking with family members. This person is only renting there house too. Any suggestions?
